Not if it stays on private property. A container set entirely on your own driveway, yard or parking pad needs no permit at all — that covers most of our Chandler deliveries. This is a legal and practical issue as much as a policy one. Paint, fuel and oil, and chemicals and solvents all have to stay out of an ordinary landfill load, and Arizona law (A.R.S. § 44-1322) separately bars lead-acid batteries from an ordinary landfill load or incineration outright, while whole tires are handled through the state's own Waste Tire Fee program rather than the dumpster.
